Social Security Administration Announces Simplified SSI Rules for Food Assistance Calculations

The Social Security Administration (SSA) has unveiled a major update to the Supplemental Security Income (SSI) rules. Effective September 30, 2024, food will no longer be factored into In-Kind Support and Maintenance (ISM) calculations, a decision that simplifies the benefits administration process and makes it easier for the public to understand, as detailed in their recent announcement.

This rule change is part of a broader effort to align the definition of income more closely with the goals of fair treatment within the SSI program. It also clarifies the treatment of constructively received income, aiming to improve clarity and service for applicants and beneficiaries.

The initiative to exclude food from ISM calculations arises from the complexity involved in accounting for in-kind food benefits, an issue highlighted during an extended review and public feedback period that started with a Notice of Proposed Rulemaking on February 15, 2023. This reform is intended to enhance equity, reduce administrative challenges, and ensure uniform treatment of food assistance across various sources.

Under the new regulation, ISM calculations will now solely focus on shelter-related expenses such as rent, mortgage payments, and utilities, eliminating food costs from the equation. This shift is expected to streamline the benefits process, reduce the likelihood of recalculations, and minimize errors related to variable food expenses.

This change acknowledges the challenges and disproportionate effects of food costs on the low-income, especially disabled individuals who face higher risks of food insecurity. Removing food from the ISM calculations aims to promote fairness and recognize the various forms of food support SSI recipients may receive, from personal networks to public and charitable programs.
